Minutes of the FOP meeting held December 4, 2003
Meeting called to order at 1930 hours by President Concannon. Brother Shively gave the opening prayer. Pledge of Allegiance by all members
Secretary’s Report Motion made by Brother Bemis to accept the November meeting minutes as printed in the Informer. Second by Brother Poole. Motion passed.
Treasurer’s Report Reported by Brother Brady. Motion by Brother Brady to accept as read. Second by Brother Bergman. Motion passed.
Labor Issues FOP time Any Executive Board member shall put a memo in writing to the appropriate Division Commander at least 48-hours in advance for FOP time. Arbitration President Concannon’s arbitration. Although he won his arbitration, Management filed an appeal in Montgomery County Common Pleas Court. Judge Kessler, in an unusual judgement, overturned the decision handed down by the arbitrator. Brother Bartlett explained the legal aspect of the decision made by Judge Kessler.
Other Labor Issues It is urged that all Deputies take an Ohio Labor Council representative with them to ALL investigation interviews. Employee Awards Program. We are currently being given our awards at the end of roll call. Outstanding work we’ve done to be recognized for and no one shows up for the banquet. We are coming up with a proposal to keep the program alive. Maybe put it together with an FOP awards program in December. DUI Policy. We discussed how the policy effects the membership. Barnes Demotion. We discussed the upcoming arbitration. Overtime Denied. A probationary Deputy was denied overtime in Washington Township due to no experience working in Washington Township. Issue will be taken to the next Labor/Management meeting. Past Issues of concern brought up by Labor Bid process. Now that the Court Deputies are being phased into the rank of Deputy Sheriff, the Courts should be placed into the bidding process. Forced Overtime vs. Comp-time. Those working overtime in the Courts and Transportation are being forced to turn in their overtime slips for pay instead of having the choice of turning it in for comp-time. 400 Units. It has come to our attention that 400 Units are serving civil paperwork. This is not a good practice to start. Holdovers. It makes no sense to hold over a road Deputy to cover a hospital detail rather than holding over a transportation Deputy. Staffing. Due to the budget restraints, the staffing at District 7 is getting to be unsafe. Management advised that Jefferson Twp. only budgets for 1 ½ Deputies to cover their Township.
New Business Comp-time. We need to look into why we are not accruing sick time and vacation time when comp-time is taken in lieu of pay. Brother Brady requested that an audit be done prior to Brother Poulton taking over the Treasurer’s position. Brother Brady also requested that the Lodge retain a new accountant. Second by many Discussion Motion passed.
Old Business Brother Waitzman, once again, inquired about Sergeants who paid Fair Share dues. President advised that those who paid cash would be reimbursed if wanted. Otherwise, their membership will be paid in full through 2004.

Committee Reports Building Committee If you borrow items from the Lodge, put the items taken on the bulletin board located near the kitchen area. If you rent the Lodge, clean it up prior to leaving. Charitable Contributions Committee Motion by Brother P. Snyder to donate $500.00 to Brother Flanders’ church group who is planning a trip to Lima, Peru to feed starving children. Second by Brother M. Snyder. Discussion. Motion passed. Membership committee Timothy Bowser - Montgomery County Adult Probation Department Danyel Schell – Dayton International Airport Police Vince Gebhardt – Montgomery County Sheriff’s Office James Arnold – University of Dayton Police Department Motion made by Brother Bemis to accept the members. Second by Brother Thornton. Discussion. Motion passed.
For the Good of the Order Motion made by Brother Baab for a $350.00 donation to the social gathering on 12/19/03. Second by Brother Scenters. Discussion. Motion passed. Motion by Brother Bartlett to send the top four ranking officers to the monthly State FOP meeting in Mansfield, Ohio on January 17-18, 2003. Second by many. Discussion. Motion passed. We will be getting with Brother Flanagan to get a set date for the annual Fish Fry. We have FOP drinking mugs and FOP t-shirts still available while supplies last.
50/50 Won by Brother Oliver. Brother Thornton made a motion to adjourn the meeting. Second by many. Motion passed.
