Minutes of the FOP meeting held November 4, 2003

 
Meeting called to order at 1930 hours by President Concannon.
 
Brother Shively gave the opening prayer.
 
Pledge of Allegiance by all members
 

Secretary’s Report

Motion made by Brother Bemis to accept the October meeting minutes as printed in the Informer.
Second by Brother Gardner.
Motion passed.
 
Treasurer’s Report
 
Reported by Vice-President Baab in Brother Brady’s absence.
Motion by Brother Baab to accept as read.
Second by Brother Thornton.
Motion passed.
 
Labor Issues
 
In the October Labor/Management meeting Sheriff Vore attended. President Concannon advised that if good faith is what the Sheriff is looking for, then he must show more interest in the welfare of its employees.
 

Arbitration

Brother Bartlett’s arbitration.
 
President Concannon’s arbitration.  Although he won his arbitration, Management will be filing an appeal in Montgomery County Common Pleas Court.
 
Other Labor Issues
 
It is urged that all Deputies take an Ohio Labor Council representative with them to ALL investigation interviews.
 
Employee Awards Program.  The Sheriff would like suggestions for the Sheriff’s Office Awards Program.  There seems to be a lack of interest.  Please send suggestions to Brother Bemis at District 7.
  

Issues of concern brought up by Labor

 Bid process.  Now that the Court Deputies are being phased into the rank of Deputy Sheriff, the Courts should be placed into the bidding process.
 
Forced Overtime vs. Comp-time.  Those working overtime in the Courts and Transportation are being forced to turn in their overtime slips for pay instead of having the choice of turning it in for comp-time. 
 
400 Units.  It has come to our attention that 400 Units are serving civil paperwork.  This is not a good practice to start.
 
Holdovers.  It makes no sense to hold over a road Deputy to cover a hospital detail rather than holding over a transportation Deputy. 
 
Staffing.  Due to the budget restraints, the staffing at District 7 is getting to be unsafe.  Management advised that Jefferson Twp. only budgets for 1 ½ Deputies to cover their Township.
 

New Business

 Comp-time.  We need to look into why we are not accruing sick time and vacation time when comp-time is taken in lieu of pay.

Old Business

 The Christmas party is approaching and the deadline to turn the registration in is November 15, 2003.  Sheets have been and will be provided in the Informer.  Volunteers are needed to help decorate the Lodge.  If interested, contact Brother Pete Snyder as soon as possible.
 

Charitable Contributions Committee

Brother Baab presented President Concannon with an appreciation award from the United States Police Canine Association for the donation of $500 towards the Regional Certification held in June.
 
Brother Snyder made a motion to donate $500.00 to purchase gifts for the children at Children’s Hospital that are unable to make it home for Christmas due to their illness.
Second by Brother Poulton.

Brother P Snyder made a motion to donate $1000 to Project Share, a traditional contribution given every year.

Building Committee

Brother Bemis made a motion to re-key the Lodge in January after the new Executive Board takes office.

We have FOP drinking mugs and FOP t-shirts still available while supplies last.
 
Brother Baab made a motion to put a disclaimer in the "Informer" to distance us from personal opinions from member letters.
