Minutes from the FOP meeting held April 6, 2004
Meeting Called to order at 1930 hrs by President Baab. Brother Snyder gave the opening prayer. Pledge of Allegiance by all members led by Brother Rolfes. Secretary’s Report Motion by Brother Bemis to accept the minutes as printed in the Informer. Second by Brother Woods. No discussion. Motion passed.
Treasure’s Report Motion by Brother Poulton to accept as read. Second by many. No discussion. Motion passed. Brother Poulton brought up several cuts in the budget such as: Fish Fry earnings were discussed Investment options explained.
Legal/Labor Issues Arbitrations: Dave Concannon ~ It is currently in the first stage in the Sixth District Court of Appeals. William Helphenstine ~ Still pending in Common Pleas Court Phillip Dill ~ Grievance still pending
Contract Issues President Baab explained to the Sheriff’s Office employees present that the contract negotiation team entered into an agreement with management that the terms of the contract proposal would not be disclosed until the April 8, 2004 contract information meeting/vote. Brother Bemis asked why our team would ever agree to such outrageous terms. Brother Poulton said it was the law. Then he recanted and said it was past practice. President Baab and Brother Poulton attempted to contact the OLC attorney but were unable to contact him by telephone. Brother Thornton wanted to know what the negotiation committee recommended. President Baab said that they also agreed to stay neutral and not give their recommendation. Brother Krust asked why the committee agreed to give us the information and then vote on it in such a short amount of time. President Baab said that, that was the agreement made.
April 8, 2004 Membership voted down management’s contract proposal, 62-45. The contract articles will go to arbitration. Only 107 Deputies voted. Anyone wanting information on the status of the contract please contact a member of the negotiation committee. Brother Gardiner will put together training for members on Legal Rights. Membership will be notified via website. ALL members of the Sheriff’s Office are encouraged to take an FOP representative with them to ALL Special Investigations interview whether you are the focus or a witness. All it takes is an incomplete answer whether a witness or a focus. You have rights!

Chaplain’s Report Motion by Brother Poulton in Brother Shively’s absence to accept as read. Second by Brother Woods. No Discussion. Motion passed.
Charitable Contributions Committee Cynthia Davidson – MCSO Police Athletic League (P.A.L.) Motion by Brother Britton to donate $120 towards the purchase of 6 plaques for “Respect for Law” program at Grafton Elementary School. Second by Brother Fox. No discussion. Motion Passed. Three other motions to be tabled for recommendation by the Committee.

Social Committee Brother Poulton is gathering information on hosting a “Texas Hold ‘Em” Tournament to be held at a future date.
PAC Committee Brother Bartlett attended one of the weekly County Commissioners meetings to see where the County’s money was being spent. Here are some of the spending highlights of their meetings: 04-436 “Auth. Change Order #1 to the agreement with Starco, Inc. for the County Jail Inmate Renovation Project, by increasing the amount by $192,040.00, changing the total contract from $1,373,300.00 to $1,565,340.00.” 04-442 “Auth payment to THINK TV for the “Campaign for Public Television’s Digital Future” in the amount of $200,000.00 for funding support of THINK TV’S mandated conversion to digital technology.” Why are we spending all of this money if these are “lean” times for Montgomery County?
For the Good of the Order Possible dues increase relayed by the Sate of Ohio FOP Board Meeting. Brother Baab relayed to the membership that the trip to Washington D.C. to the National Police Memorial would be cancelled. He has decided not to send anyone this year due to budget restraints. Brother Woods advised that it is a long-standing tradition that we send someone from Lodge #104 as a representative. He also advised that not everyone has access to the website Informer, and that many look forward to seeing the hard copy. Brother Baab appointed Brother P. Snyder and Brother Bemis to look towards alternative, money saving ways to distribute the Informer. Many members asked about the CCW law that went into effect and asked if the Sheriff is doing anything for the Sheriff’s Office employees who retired or took medical disabilities. Brother Baab advised that nothing has been brought to his attention from the Sheriff. Brother Bemis advised that he would check with those offering the firearms class and see what can be done for the entire membership. NO ITEMS should be taken from the Lodge without the approval of the Executive Board. The newest member of the FOP, Brother Tom Simon, won 50/50.
