Minutes from the FOP meeting held March 2, 2004
Meeting Called to order at 1930 hrs by President Baab. Brother Bartlett gave the opening prayer. Pledge of Allegiance by all members led by Sister Haas. Secretary’s Report Motion by Brother Bemis to accept the minutes as printed in the Informer omitting the changes in the Constitution regarding Vice President and Sergeant at Arms. Second by many. No discussion. Motion passed.
Treasurer’s Report Motion by Brother Poulton to accept as read. Second by Brother J. Campbell. No discussion. Motion passed. Brother Poulton brought up several cuts in the budget such as: Trash: Dumpster removed, 3 trashcans will replace it. Cable: Cancelled due to no one being at the Lodge enough to watch cable. Informer: It will come out every other month in order to cut costs.
Legal/Labor Issues Arbitration: Gerald Barnes ~ Arbitrator ruled in favor of the FOP clearly stating that he DID NOT violate any Sheriff’s Office policy and was reinstated to the rank of Transportation Officer. Michael Pizzo ~ Discipline was reduced to a lower level due to the findings in Barnes ruling. Dave Concannon ~ It is currently in the first stage in the Sixth District Court of Appeals. William Helphenstine ~ Still pending in Common Pleas Court
President Baab advised that we are currently in contract negotiations with management. The major issues of the contract are wage and insurance along with several other management concerns.
March 19, 2004 Membership voted down the fact-finding report, 125-3, and its recommendations. The contract committee will meet with management for one mediation hearing prior to the articles going to arbitration, March 31 2004. Anyone wanting information on the status of the contract, please contact a member of the negotiation committee. Brother Gardiner will put together training for members on Legal Rights. Membership will be notified via website, training to be held after Vegas Training Session in April. ALL members of the Sheriff’s Office are encouraged to take an FOP representative with them to ALL Special Investigations interviews whether you are the focus or a witness. All it takes is an incomplete answer whether a witness or a focus. You have rights!
New Business
Old Business: Blood Drive Brother Baab advised that anyone who wishes to give blood at the Community Blood Center could still do it in Deputy Miller and Officer Rasor’s behalf. Fundraiser Brother M. Snyder will send out a “Thank You” letter to those individuals and businesses that donated items/food to the Deputy Miller/Officer Rasor Fundraiser. Both officers are doing well and recovering. We look forward to seeing them on the road again soon.
Chaplain’s Report Motion by Brother Shively to accept as read. Second by Brother Giesel. No Discussion. Motion passed.
Charitable Contributions Committe Motion by Brother Britton to give $250 to the “Torch Run” on behalf of Lodge #104. Second by Brother Haines. No discussion. Motion Passed.
Membership James C. Quigley ~ Montgomery County Adult Probation Christopher S. Jantonio ~ Montgomery County Adult Probation Motion by Brother Bemis to accept the applicants as members. Second by many. Motion passed.
Social Committee Fish Fry was a huge success! Fun… Fish…. Games…. Friends. Deputy John Miller and Officer Brent Rasor were given awards for their “Actions Above and Beyond the Normal Call of Duty” for the January 18, 2004 critical shooting incident. Members of the Montgomery County Sheriff’s Office, Trotwood Police Department, Dayton Police Department, Trotwood Rescue Squad, Good Samaritan Hospital, and Care Flight, and Miami Valley Hospital Trauma Team were recognized for their efforts on January 18, 2004 during the critical incident. Aaron Dixon, resident of Montgomery County, was awarded a Plaque for the “Selfness Actions” in rendering first aid to Deputy Miller and Officer Rasor on January 18, 2004 Brother Charlie Turner was named the FOP Lodge #104 2003 Officer of the Year. Brother Turner received a “Retirement Plaque” and a “Certificate of Appreciation” for 30 years of continued service demonstrating the true meaning of Fraternalism. Special thanks to those people whom helped with the planning and setup/tear down of Hara Arena.
PAC Committee Brother Bartlett attended one of the weekly County Commissioners meeting to see where the County’s money was being spent. Here are some of the spending highlights of the meeting: 04-436 “Auth. Change Order #1 to the agreement with Starco, Inc. for the County Jail Inmate Renovation Project, by increasing the amount by $192,040.00, changing the total contract from $1,373,300.00 to $1,565,340.00.” 04-442 “Auth payment to THINK TV for the “Campaign for Public Television’s Digital Future” in the amount of $200,000.00 for funding support of THINK TV’S mandated conversion to digital technology.” Why are we spending all of this money if these are “lean” times for Montgomery County?
For the Good of the Order Possible dues increase relayed by the Sate of Ohio FOP Board Meeting. FOP State Spring Board meeting is cancelled for April 16-17, 2004 in Independence, Ohio. NO ITEMS should be taken from the Lodge without the approval of the Executive Board.
