Meeting Called to order at 1930 hrs by Vice President Gardiner.

Brother Ridgeway gave the Police Officer’s Prayer.

Legal/Labor Issues

Special Order 05-006-Effective May 2, 2005

    Pursuant to the General Orders Manual 3.2.3 Conditions of Work (D), the Sheriff reserves the right to review and revoke permission for any employee to engage in off-duty work at any time. Due to liability and workers compensation issues, effective May 2, 2005, employees will no longer be permitted to engage in off-duty security or loss prevention employment.

Lateral Hires

The Lateral hires will be field trained prior to senior Deputies currently assigned to Jail Division. The reasoning behind this is that their training will take considerable less time and will ease the burden of the Deputies assigned to Road Patrol. However, they will receive no seniority over those promoted to the classification of Deputy Sheriff prior to their Lateral to the Sheriff’s Office.

Additional information on Laterals

Two of the three Laterals are trained as Evidence Technicians and are to be temporarily assigned to the Evidence Program for 45 days, pursuant to the temporary assignment covered in the contract. The FOP will not hamper this decision as long as the current list for Evidence Technicians is completed prior to them being placed into the EV Program on a permanent basis as it has been in past practice.

ALL members of the Sheriff’s Office are encouraged to take an FOP representative with them to ALL Special Investigations interview whether you are the focus or a witness.

Personnel Order 05-038

        Civilian Dispatcher Michael Spitler, PSN 678, has been diagnosed with a serious health condition. This condition will require extensive treatment for the next four to six months. Dispatcher Spitler will be unable to work during these months of treatment.

        Any full-time, non-probationary employee who wishes to contribute leave (vacation or PA) to assist Dispatcher Spitler during this time, is asked to follow the Employee Leave Donation Program in the G.O.M. 3.2.6.C.6.

          3.2.6 EMPLOYEE LEAVE DONATION PROGRAM

        The Montgomery County Sheriff's Office has an Employee Leave Donation Program that exists to assist full-time non-probationary employees who are terminally ill with a non-occupational illness or injury, or who have a terminally ill spouse or child.

            C. Program Application CALEA 22.2.5

              6. Full-time non-probationary employees who want to contribute leave must fill out an Employee Leave Request form, checking the type leave they wish to donate, (Vacation or P. A. Day) and the number of hours they wish to donate. Employees must donate a minimum of eight (8) hours. Sick leave and compensatory time donations are not allowable. Employees who donate leave must have a minimum combined vacation and P.A. balance of at least eighty (80) hours. Employees must write, "Employee Leave Donation" on the top of the form along with the employee's name that they want to receive the leave donation. Employees submit this form to the Sheriff through the chain-of-command. Contributions are irrevocable.

Motion by Brother Althouse for the FOP to sponsor a co-ed softball team in the amount of $335.

Halloween Party scheduled for October 29, 2005.

Children’s Christmas Party discussed for December 10, 2005.

PAC Committee

A letter has been drafted and sent to the local Legislators regarding the FOP’s position on the proposed budget cuts in the Local Government Funding. (See website)

This weeks attendance raffle winner is Jeffrey Eckhart.

Since Jeff was not in attendance, he does not win and the $140 will roll over to the May 2nd meeting. Should’ve been at the meeting Jeff!

MONTGOMERY COUNTY

FRATERNAL ORDER OF POLICE LODGE #104

Dear Legislator,

I am writing, as a representative of law enforcement officers in your district, regarding the State of Ohio’s budget that will take effect this year.

It has been reported in the media that the General Assembly may consider drastic reductions of the state’s Local Government Fund (LGF) in this year’s budget. This greatly concerns our members, which are nearly 600 members strong. We would like to urge you to oppose such a drastic measure.

While we understand that the State of Ohio will be facing a challenging budget process ahead – similar to that faced by other levels of government – it is profoundly unfair for legislators to balance the state’s budget on the backs of local governments by eliminating Local Government Funds. Money from the LGF directly affects the daily lives of Ohio citizens. Our local governments are dependent on these funds to provide basic services including public safety, roadway maintenance and other general fund-supported functions. These ESSENTIAL services on the local level are vital to maintaining a strong quality of life for Ohio families.

If recent media accounts are accurate, cities, counties, townships and libraries in the Montgomery County region alone would lose over $100 million in revenues per year if the LGF is eliminated. This loss of funds would be in addition to the $673 million in state aid reductions that local governments and libraries have suffered over the past four years through cuts and freezes in Local Government Funds. This type of revenue reduction will have adverse health and safety affects, and that is absolutely UNACCEPTABLE. With a challenging economy in recent years, city, and county governments in this area have already tightened their operations and many have trimmed staffing levels.

To date, the Montgomery County Sheriff’s Office has 29 positions that will go unfilled due to budget restraints. That number will nearly double to include layoffs if the drastic reduction is put into place. These deep and significant cuts will be a detriment to the health and safety of each community in Montgomery County.

We ask that you and your colleagues please be determined, innovative and vigilant in seeking out solutions to possible budget difficulties in this year’s budget. Elimination of the Local Government Fund would be a shortsighted solution with harmful consequences reaching directly into Ohio neighborhoods.
