GUEST SPEAKER – Nikki Wharton, ICMA-RC Manager of Public Safety Relations Guest speaker, Nikki Wharton, was kind enough to speak at our meeting about the Blue Line 457 Plan and the National Fraternal Order of Police Vantagecare Retirement Health Savings Plan (RHSP). Both are programs that our Lodge would need to adopt. Blue Line 457 – is a Deferred Compensation plan. It was created by the Grand Lodge and would have to be adopted by both the Local Lodge and our Employer. There is no minimum amount you would have to deposit and it has a max of $15,000 a year max. contribution (and that is not including whatever amount you wish to transfer over). Withdrawals may begin at separation of employment. You choose the investments. Fee for this plan is $0, versus $2 a quarter for the Ohio plan. RHSP – The Lodge would need to adopt this plan and it is basically to cover medical expenses after retirement. It is pre-taxed through our payroll – up to 15%. You choose the investments and the assets grow, tax deferred. Beginning at age 45 you can make tax free withdrawals to cover all medical expenses. Since this is not any type of insurance company there is no network or out of network issues. You can use the money you put in for co-pays, prescriptions, and any other expenses that might arise. If you pass away, your account will transfer to your dependants. You would be able to contribute at any time, start withdrawals at age 45, and the fee is only $20 a year @ 45.
Secretary’s Report Motion by Sister Haas to accept the July minutes as printed on the webpage. Second by many. No discussion. Motion passed.
Treasurer’s Report Motion by Brother Poulton to accept the Treasurer’s report as read. Second by Brother Snyder Discussion Motion passed. Brother Poulton also reported that there is no news yet from the Attorney General’s office regarding our attempts to change our IRS exemption status.
Legal/Labor Issues As most of you all may know, Brother Blackwell was acquitted. Administration gave Brother Blackwell an offer that he rejected so his arbitration was scheduled for June 15th. We are still waiting on those results. It is now over the 30-day mark. The O.L.C. has been attempting to contact management regarding their position on light duty as it pertains to pregnant female employees (and the administration not "having to" give light duty to a pregnant female employee). Two bargaining members are currently pregnant, and there is a Supreme Court ruling (in our favor) on this issue. Management and their attorney have since filed a complaint with the O.L.C. against Mark Drum. One member has already been denied light duty in writing and a ‘Resignation’ form was "accidentally" attached to it. There will be an upcoming Labor Management meeting. The date has not yet been determined. Please get with a board member if you have any issues you think need to be addressed.
New Business The Annual State of Ohio F.O.P. Conference, held in Dayton this year, was a great success. Dayton did a fantastic job. There were great seminars that we were able to attend, the best being about Leadership. Also, the F.O.P. Committee announced their recommendations for the upcoming elections. They are: Ted Strickland – Governor Greg Hartman – Secretary of State Mike DeWine – Senate Terrance O’Donnell – Supreme Court Bob Cupp – Supreme Court Mary Taylor – Auditor Richard Cordray – Treasurer Betty Montgomery – Attorney General I would like to point out, that of our almost 170 deputy sheriff social and/or bargaining members, a grand total of 2 members stepped up to the plate and volunteered to help out the other 8 members in attendance. Thanks to Brothers J. Campbell and Barnes for volunteering their time to help us out with the breakfast.
Old Business: We had discussion on what to do about the scholarships this year. Since the Fish Fry attendance was so poor this year and money was lost, despite the savings we achieved, we could not justify issuing any scholarships this year. Brother Snyder made a motion that we give at least $500 towards a scholarship. Second by Sister DeBrosse Discussion Motion defeated.
Chaplain’s Report Brother Ridgeway made a motion to accept report as read. Second by Sister Gardiner. No Discussion Motion passed. As always, please keep your fellow brothers and sisters in your prayers!

Building Committee A committee was formed to look into the options we have regarding the Lodge. Brothers Statzer, Feehan, Ridgeway, Thornton, and Barnes will be looking into the most cost effective way to freshen up our lodge, whether it be selling and relocating, tearing down, or adding on. For the Good of the Order The 2006 Lodge #104 Open House will be held the second Tuesday in September. September 12, 2006 at 1930 hours. Motion by Brother Poulton not to exceed $300 to cover expenses for the open house. Second by Brother Bergman Discussion Motion Passed Brother Gardiner addresses the recent practice being seen regarding Employees getting J.P.’s for not writing tickets. He would like anyone who has seen this first hand to come forward so that it may addressed at the next labor management meeting. Motion to adjourn by Brother Fox Second by Brother Snyder Meeting adjourned.
