Minutes from the FOP meeting held May 2, 2006

 

Chaplain Ridgeway held a brief ceremony honoring the fallen members of Lodge #104 prior to the meeting being called to order.

Legal/Labor Issues

We lost Brother Suman’s arbitration. The Arbitrator found that the administration was justified in his termination. The membership feels that a large part of that decision was based on the fact that Brother Suman has already received a medical retirement. We are still waiting on the results of Sister Hewitt’s arbitration.

Brothers Dugan pled guilty to misdemeanor theft and took a deal in exchange for probation. Brother Blackwell refused a deal and took his case to trial in front of a judge. We are currently waiting for the judge’s decision. As a result of this situation we will be asking for clarification from the Sheriff regarding issued equipment. EX: If an item is old, replaced, and/or expired and is not returned to the property room, is the administration going to start charging all of it’s employees with theft?

Contract negotiations are coming up. The election for the team members will be May 8, 2006. There are 6 positions and 11 members who are interested. Please get out and vote. If you don’t vote, don’t complain! Voting locations will be posted.

Several issues were discussed at the recent labor management meeting.

    GPS is not a cost effective option and the Sheriff’s Office will not be utilizing it.

    The administration opposed individual e-mail due to it being considered public record. There is no way to control e-mail content.

    The administration is currently reviewing Dr. Dahm’s ‘Fit for duty Evaluation’ forms.

    Lateral’s and payscale – they guarantee lateral hires that they will not start at a lower payscale.

    M.O.U. regarding FTO’s and requesting more comp:

    We requested that FTO’s receive 6 comp days for training and allow them a 150 hour comp bank.

    The administration did not argue the 6 comp days but disagreed to the 150 hour comp bank. They are looking into both.

    Other items discussed were equipment issues regarding MDT’s and cameras and the possibility of creating a Bill of Information to where an employee can choose to bypass an investigation (for ex: if an employee is at fault in a minor crash). This would not mean that the employee would waive the pre-disciplinary hearing, they would just fore-go the investigation.

     

New Business

Brother Bergman reported that the Training Center is currently seeking clarification from the Sheriff regarding weapons; what is considered off duty and back-up (in the event an employee is involved in an incident off duty), and the difference according to the administration.

Chaplain’s Report

Brother Ridgeway reported we have received several Thank You cards.

Brother John Miller had the bullet removed from his neck. The surgery went remarkably well, John is doing good and is in great spirits.

Brother Dull was involved in an on-duty crash May 1, 2006. He was injured and could possibly be off for 6 weeks.

Charitable Contributions Committee

Brother Ridgeway reported we have received donation requests from Xenia’s Recreation Center and from Hospice of Dayton. We are still tabling all charitable contributions.

Social Committee

Brother Poulton reported that we took a loss on the Fish Fry this year. While we spent considerably less that we typically do, attendance was down.

With having to change locations, having no gambling, some miscommunication, and a very poor showing of membership support in helping sell presale tickets, the Fish Fry, understandably, did not do well. However, several members (and not to mention people who aren’t even involved with law enforcement) did come through to help out with obtaining donations, working the Fish Fry, and doing a lot of investigative work trying to find better deals and new locations. And for the people who were able to attend, it was definitely a good time!! Great band, good food, lots of friends. If you didn’t go, you certainly missed out. Thank you to all who helped out.

Brother Poulton is currently working hard with the Attorney General’s office in an attempt to change our organization’s classification to a 501(c)3, which would allow us to have gambling at our next Fish Fry.

We learned a lot this year and next year we will come back bigger and better than ever!

Building Committee

No Report

 

For the Good of the Order

The Spring Board meeting is being held in Independence, OH on May 6, 2006. Sister Haas and Brothers Gardiner, Statzer, Concannon, Bemis, and Mullinex will be attending.

On August 2, 1982, David Mullins killed Sgt. Sturgill of Ashland County. He is currently up for parole. Write up and send out your letters to oppose this cop killer being granted parole!

Dayton Lodge #44 has advised that businesses are needed to set up booths at the State Conference. Check out their website/link to the State Conference for instructions and cost.

We are currently looking into the possibility of setting up a group trip to Cincinnati for a Red’s game. More details to follow.

Brother Snyder reported that he attended a meeting May 1, 2006.

Issues discussed were:

The Residency requirements. Betty Montgomery opposes the rule and would back Dayton.

Looking into the title "Director of Police" with the individual not being OPOTA Certified and still carrying a gun like any other police officer.

In regards to the Prosecutors Office, Brother Snyder reported that if a case is not 90% winable, they will not prosecute.

House Bill 218 – regarding retired police officers carrying concealed weapons.
