Minutes from the FOP meeting held December 2, 2008

Legal/Labor Issues:

Brother Bergman reported he received a letter from the Sheriff regarding the upcoming budget issues.  In the letter the Sheriff advised the County Commissioners were cutting every department.  The letter also stated The County Commissioners would not be paying the step increases for salaries on January 1, 2009. 

The Sheriff is hoping to be able to cut enough positions within the department and avoid any layoffs.  The Sheriff will do away with one position in the Property Room currently held by Dep. Gray and he will be moved to another position.  Brenda Krug would be brought in to oversee the Property Room. A deputy will be put back in the property room once there is money available. The Sheriff will do away with the second position in Personnel currently occupied by Dep. Scott who will also be moved to a different position.  Sgt. Hutchison will be moved to Dispatch and a deputy will be put in legal process. 

Brother Bergman also reported he has spoken to management about the rotating schedule and the schedule will remain in place.  Management has not seen any problems with the rotating schedule.  There will be a Memorandum of Understanding put in place in regards to the rotating schedule.

Brother Bergman stated there has been much discussion about voting on whether to forego the step increase for 2009.  Brother Bergman has been in contact with Sgt. Brock who is the President of the OPBA for the Sergeants.  The FOP Board has agreed that it is not appropriate for the deputies to vote on the step increase because it has been written into the deputies’ contract. When the contract was negotiated, the County Administrator, Deb Feldman, was present and was aware of the budget issues when the contract was signed.   The sergeants felt otherwise and took the decision to a vote, which 2/3 of the sergeants voted to take the raise. 

Brother Bergman reported that he met with the Chief Deputy a few hours prior to the meeting in regards to a letter the County Commissioners sent to the Sheriff.  The letter basically stated there is a budget crisis within the county.  Brother Bergman advised the Chief Deputy laid out three scenarios about what potentially could happen within the Sheriff’s Department.  The first scenario, which is the worst case scenario, would be to lay off 23 deputies.  Those 23 deputies were sent letters informing them they could potentially be laid off.  The second scenario would be to lay off 15 deputies if the money spent for overtime would be cut in half.  The third scenario is to cut out all overtime in the department and only 5 deputies would be laid off. 

Brother Bergman advised the Sheriff was not made aware of the scenarios at the time the letters went out to the bottom 23 deputies.  Brother Bergman stated the Sheriff was upset about the possibility of layoffs and mentioned not taking the raise again. 

Brother Bergman stated deputies are taking the hit with the budget because of the non-contract spots.  Brother Bergman stated Deb Feldman has always been against those positions that are not being paid by contract through the individual townships.  Feldman would rather have the Sheriff bill each township for things such as SWAT call outs, E.V., detective call outs and K-9 requests.

Brother Bergman advised there has been mention of possible buyouts.  In order to do a buyout, the position would have to be eliminated and the individual would have to be less than 25 years of service to qualify.  The buyout would put the individual at the minimum years of service for retirement.

Brother Ridgeway advised the Children’s Christmas Party will be December 13 from 1200 to 1700.  Forms have been sent out for the Children’s presents and the menu has been set.

 

Chaplain’s Report:

Brother Ridgeway advised Brother Chris Plummer is off for shoulder surgery.  A balloon bouquet was sent.

Brother Ridgeway advised a Thank You card was received from Brother Gray reference the passing of his grandfather.

Brother Ridgeway reported Brother Baab and his wife just had a baby girl.  A balloon bouquet will be sent.
