Legal/Labor Issues

Brother Bergman reported he attended a Labor Management Meeting on March 17, which was the first meeting since last year.  Brother Bergman stated there were several issues discussed.  First was the new revision of the GOM regarding the supervision of family members.  The GOM states no M.C.S.O. employee will be able to supervise a family or household member.  Second was discussion in regard to interest based bargaining for the upcoming contract negotiations.  The idea would be to not involve attorneys in contract negotiations and to bring in a mediator for those subjects that cannot be agreed upon.  Brother Bergman advised he received a letter from the Sheriff requesting to extend the contract for one year and to have Brother Bergman sign off on it.  Brother Bergman advised he will not be signing off on anything and issues such as that one would need to be brought to the membership for approval before any action would be taken. The third item discussed was the increase in S.O. time with regard to the new rotating schedule.  Brother Bergman received a table showing the amount of S.O. time used in December, January and February for this year and last year.  Brother Bergman advised the Sheriff reported an increase in S.O. time in Harrison and Washington Twp.  Brother Bergman stated the Sheriff is concerned that the increase in S.O. time runs the line-ups short and causes overtime.  Brother Bergman advised the Sheriff is committed to the rotating schedule and wants the membership to be aware of the increase and take it into consideration.

Brother Bergman reported there has been much discussion on the promotional process.  Brother Bergman advised the Labor Management Meeting was held before the last Sgt.’s test.  Many are not happy with the current test being given and no one has been able to pass it.  Major McIntosh has contacted several who took the last test to get their opinion.  The information was passed on to the Sheriff and he suggested we sit and talk with those in charge of the test and discuss the issues.  Brother Bergman advised the membership could also put together a committee to research what test other agencies use and the cost of that test.  Brother Bergman advised the only restrictions would be that the new test could not cost more than the current test and it would need to be reasonable.  If anyone is interested in starting a committee to research a new test, contact Brother Bergman.

New Business

Brother Bergman advised the Montgomery County Peace Officer Memorial Service will be held May 8 at 11 a.m.  Those who are going to participate in the march will meet in front of the Sheriff’s Headquarters.  After the march, lunch and dinner will be held at the Masonic Temple.

Brother Bergman stated the Memorial Service Committee will be selling lapel pins this year.

Motion by Brother Snyder to donate $250 to the Montgomery County Peace Officer Memorial Fund

Old Business

Brother Statzer reported there have been ongoing problems with the Dispatch Center.  There has been some discussion with dispatchers who are FTO’s.  They have been told that no one fails due to the shortage of dispatchers.  No one in dispatch has been probationary release for poor performance.  There have been issues with dispatchers asking deputies and officers to repeat their locations on traffic stops several times and not giving restrictions on channels.  Supervisors are continuing to document issues as they arise.

Chaplain’s Report

Brother Ridgeway reported a Thank You card was received from Laura Gardiner.

Brother Ridgeway reported Brother Clymer had gall bladder surgery and is doing well.

Brother Ridgeway advised Brother Rolfe’s wife has had tests done for possible cancer.  Please keep them in your thoughts.

Brother Ridgeway asks for everyone to keep Sister Bendinelli in your thoughts and prayers during this difficult time.

Brother Ridgeway stated after much discussion, the Lodge will not be having a Memorial Ceremony during the May meeting.  Instead, emphasis will be placed on the Montgomery County Peace Officer Memorial Ceremony.  There has been talk of having a social event at a local pub or sports bar on May 15.
