Treasurer’s Report Working-unable to get a report
Legal/Labor Issues Brother Bergman reported there was a plan to get with the Sheriff and put out a press release in an attempt to stop the layoffs. The press release was projected to be done on May 27, but was put on hold because Dan Foley contacted the Sheriff and wanted to meet with the Sheriff and FOP. Brother Bergman stated all thought it would be in the best interest of the Sheriff’s Office to put the press conference on hold until after the meeting. Brother Bergman advised during the Sheriff’s meeting, the Commissioners made a few suggestions on how the Sheriff’s Office could save jobs. Their main suggestion was to charge each township the Sheriff’s Office patrols for all services (E.V., K9, SWAT, ect.). The Sheriff also talked about the possibility of federal prisoners returning to the Montgomery County Jail. Brother Bergman stated there is a head of the Marshals Service for Southern Ohio coming into office and has reached out to the Sheriff. The County Commissioners were trying to argue that the money that the Sheriff’s Office would receive to house the federal prisoners should go to pay for the debt accrued by the previous Sheriff. Brother Bergman reported the Sheriff is hopeful that he is finally getting the Commissioners attention as to how important it is not to lay off deputies. Brother Bergman advised some members of the FOP Board met with the Dan Foley and Deb Feldman on June 1 to discuss the current budget issues. At the meeting, Foley showed forms showing the budget and expenses for the general fund and the Board was able to ask questions pertaining to the budget. There were questions asked about the Animal Shelter and the new JJC building. Foley reported to the FOP that the reason the JJC cost more than originally budgeted was that fact that the price of steel and materials went up. They advised there was an outcry from many Police Departments to build the new facility because they were unable to do their job effectively when there was not enough room to house juveniles that needed to be locked up. They also stated the old facility was outdated. The Commissioners are proposing to demolish the old building and make it into a parking lot. During the meeting, Deb Feldman did admit across the board cuts are not necessarily the way to go and when looking at the budget for 2010 they will entertain the idea at looking to cut some departments more than others. Brother Bergman advised after the meeting, The FOP members sat down with the Sheriff to discuss the next step. Brother Bergman stated there was talk about extending the current contract for one year. If a proposal is drawn up to extend the current contract, it would be brought to the membership for a vote. The contract would stay the same and there would be no pay raise for 2010. Brother Bergman reported the two COP spots for Northland Village will be voted on June 14. Those spots will bring back two deputies that were laid off. Those positions will be posted. Brother Bergman reported the Sheriff pulled the deputy from the Merrimac building because it was not a contracted spot. Judge Kuntz, the administrative judge, butted heads with management. Both compromised to keep the deputy at the Merrimac for two weeks until the courts could either find other security or propose a contract to have a deputy there. This would bring back a third deputy. Brother Bergman advised when Brother Scott retires, it would not bring back any deputies because his retirement was already factored into the equation. Brother Bergman also reported there had been talk of Sgt Greco and Sgt Isern retiring by the end of June. Those vacancies would create two promotions and possibly open up two deputy spots. Brother Bergman stated going to the media right now would be a last resort option. There is a working relationship still with the Commissioners and if we were to go to the media, that relationship would end. Right now we would like to get the community involved to make the Commissioners aware of concerns with cutting deputies.
New Business Motion by Brother Statzer to pay $500 to each deputy affected by the layoffs to help pay for their Cobra health care. Second by Brother Snyder Discussion Motion passed Brother B. Ward advised he would like to head up a committee to do a fundraiser for those deputies who were recently laid off. If anyone would like to help, please contact Brother Ward.
