Minutes from the FOP meeting held May 5, 2009

Legal/Labor Issues: Brother Bergman reported he received a call from the Sheriff on April 20th. The Sheriff advised he was going to release a statement to the media that there were going to be layoffs. The Sheriff wanted the deputies to know that he was trying to make a point to the County Commissioners that enough is enough and he did not want any of the deputies to be too concerned. The Sheriff has stated that he was trying to make things work with the County Commissioners, but that was not working. Brother Bergman advised the County Commissioners meeting was the next day and the Sheriff wanted to have deputies and union members to stand with him against the Commissioners. Brother Bergman advised Mark Drum was contacted and he sat down with the Sheriff and they both put together a statement reflecting what the proposed cuts from the budget would do. The day after the meeting, the Sheriff met with Deb Feldman who advised she was displeased with the meeting being stacked with deputies. Brother Bergman advised he has received numerous calls from deputies about making decisions about what to do in their personal lives if there are impending layoffs. Brother Bergman directed the questions to Chief Deputy Nolan. Brother Bergman stated he has been in constant contact with the Sheriff and Chief Deputy about how many are going to be laid off. Brother Bergman stated the Sheriff is trying to work his budget so that no one will be laid off. One thing the Sheriff is looking at is to get rid of the rank of Lieutenant. He is working on the possibility of buying out Lt. Buck and demoting the other Lieutenants. The two Lieutenants would be put in the current vacant Sergeants positions. Brother Bergman advised the Sergeant’s test would still be given because there has to be an eligibility list, but no one would be promoted. Brother Bergman stated Sgt. Hutchison will not be moving to Special Investigations. Another thing the Sheriff is working on is trying to work with the head of the Marshal’s Service for the Southern District to have federal prisoners housed at the Montgomery County Jail again. Brother Bergman advised the Sheriff stated right now if nothing else works in the Department’s favor, there would be 5 deputies laid off. Brother Bergman advised the 2 proposed COPS positions in Northland Village would bring back 2 deputies. Brother Bergman stated there have been rumors that the Sheriff would be cutting the drug unit and doing away with the schedule. The Sheriff has told Brother Bergman that he will not be cutting the drug unit and the schedule would not be taken away. The Sheriff has brought up the schedule during the last labor management and wanted the deputies to be aware that there has been an increase in the use of sick time which has left the line-ups running short and increased the use of overtime. The Sheriff stated he would not do away with the schedule, just wanted deputies to be aware and to watch the use of sick time. Brother Bergman reported there were 2 deputies who were forced to work as Correction Officers for a day. The Sheriff was made aware of the situation and was not happy and quashed it immediately. The Sheriff advised it will never happen again. Brother Bergman reported there have been concerns about the government’s stimulus package and why it hasn’t been used to save jobs. Brother Bergman stated the stimulus is suppose to go to buildings, bridges and any other infrastructures. The stimulus is not designed to give any money to law enforcement. Brother Bergman advised the money from the stimulus package is only for a specific amount of time. Once that time is up, those that are receiving funds would have those funds cut and they would need to come up with the funds on their own.

Old Business: Brother Bergman advised the OLC Conference is May 17 and 18 in Columbus. Brothers Statzer, Snyder and Bergman will be attending. Brother Bergman stated the gun raffle is going on right now. Tickets are $5 a piece and the drawing is June 6.
Chaplain’s Report: Brother Ridgeway reported Brother Bergman’s father passed away. Flowers were sent and a bible was presented to the family. A thank you card was received from Brother Bergman. Brother Ridgeway reported Brother Crowe’s father also passed away. His father was residing in Tennessee. A bible will be given to Brother Crowe. Brother Ridgeway reported Jamie Faulkner from Trotwood P. D. passed away from cancer. Brother Ridgeway reported Brother Scherer had surgery again on his shoulder. Charitable Contributions Committee: Brother Poulton advised he received a letter from the SWAT team asking for a $500 donation for the Torch Run. Motion by Brother Poulton to give $500 to the Torch Run Second by many Discussion Motion passed
